Significant increases to EPR fees

Significant increases to EPR fees will take effect in Hungary from 1 October 2025, pursuant to Government Decree No. 28/2025. (IX. 22.) EM. The changes affect several industries and product categories, so it is important for all affected businesses to prepare in time for the increased charges.

What categories does the fee increase apply to?

Under the new regulations, the fee increase applies to, among others, the following categories:

  • Packaging materials: wood, textile, glass, and composite packaging
  • Household and industrial products: lamps, cooking oils and fats
  • Textile and furniture products: textile products, wooden furniture
  • Paper-based products: advertising paper media
  • Vehicles and vehicle parts: vehicle components, batteries, as well as the entire vehicle category

Vehicle manufacturers and distributors are especially affected, as the lump sum fees payable for vehicles will also increase significantly. According to the new regulations, increases of around 50% can be expected depending on the category and type of propulsion (internal combustion engine, hybrid, plug-in hybrid, or fully electric vehicle).

It is important to highlight that the increased fees will first be applied in the EPR declaration for Q4 2025, which must be submitted by 20 January 2026. For this period, MOHU will issue invoices based on the new, increased fee rates.
